GFA B.I.S. Services – GFA B.I.S. was commissioned by GFA Consulting Group to provide the planning, configuration, implementation, training and support of an automated accounting system based on Infor FMS SunSystems Financial Management Software for the Fiscal Agent. The system enables high transparency using multiple analysis dimensions and multi-currency. Special modules for budget, commitment and invoice management have been integrated. Donor-specific reporting requirements will be fulfilled by a pre-defined real-time reporting package in MS Excel®.

Project Summary – The Health Services Joint Fund (HSJF) was established by the Government of Malawi and Development Partners to support the implementation of Malawi's Health System Strategic Plans 2011-2016 and 2016-2021. The HSJF shall channel pooled Development Partner funds to address priority health service constraints in Malawi. The Fund should be aligned with Government systems, while maintaining a parallel funds flow with strong fiduciary controls.

GFA B.I.S. Services – GFA B.I.S. was commissioned by GFA Consulting Group to implement INFOR SunSystems for the management of the basket fund. The system has been customized in order to fulfill the special accounting and reporting requirements of the different donors like monitoring of earmarked activities and different base currencies. In addition, a web portal has been established to afford the donors easy and secure access to the reports.

Project Summary – Headquartered in Mbabane, Swaziland, NERCHA – the National Emergency Response Council on HIV/AIDS provides leadership in the coordination of the national response to HIV and AIDS. NERCHA channels funds received from the Government, The Global Fund to Fight AIDS, Tuberculosis and Malaria and other multilateral partners. As a grant recipient (from the Swaziland Government, The Global Fund to fight AIDS, Tuberculosis and Malaria, bilateral and multilateral and other funders), NERCHA has the responsibility to ensure that every dollar is used as intended namely: to fight AIDS, Tuberculosis and Malaria. This responsibility comes with the need to provide detailed reports according to different criteria of the government, multi-lateral and bilateral partners.

GFA B.I.S. Services – While the old accounting software at NERCHA could provide financial statements, there were challenges with producing real-time financial reports. Furthermore there were difficulties in adding analytical information to the transactions to enable automated comprehensive and analytical reporting. Over the past years GFA B.I.S has developed a vertical Branch solution for NGO’s and Parastatals based on Infor SunSystems.
GFA B.I.S has been contracted by NERCHA for the implementation of Infor SunSystems covering the accounting, inventory and purchasing processes.

With Infor SunSystems and Infor Query & Analysis NERCHA is now able to record budgets, commitments and forecasts in one software and to add analysis values like programme/ budget code, disease, source of fund, expense category or contract code directly to each transactions. With this additional data entry even complex reporting requirements of all donors can be fulfilled. Existing donor formats in Excel can be filled with data from the database and provide insights into budget execution and forecasting figures. Project Summary – DSW is an international development and advocacy organization. The non-governmental organization empowers young people and communities in low- and middle-income countries by addressing the issues of population dynamics and by improving health as a way to achieve sustainable development. DSW aims at preventing poverty before it occurs. The organization’s focus is on achieving universal access to sexual and reproductive health and rights information, services and supplies. This is regarded fundamental to improving health and effectively fighting poverty.

GFA B.I.S. Services – GFA B.I.S has been contracted by DSW for the implementation of Infor10 Financials Business (SunSystems) at DSW headquarters in Hanover, Germany and its country offices in Ethiopia, Kenya, Tanzania and Uganda. The mentioned country offices will be fully integrated into the DSW financial management system which totals twelve SunSystems users. The system includes multicurrency, advanced data analysis and online reporting, and it takes local accounting requirements into consideration.

Project Summary – The Lesotho Millennium Development Agency (LMDA) is an organization created by the Government of the Kingdom of Lesotho. The Agency’s mandate is to complete, oversee and manage implementation of work-in-progress of projects which were not finalized by the Millennium Challenge Account Lesotho when the Lesotho Compact came to a close on the 14th January, 2014. As per published Legal Notice No 151 dated Friday, 18th October, 2013, the Millennium Challenge Account Lesotho was renamed the Lesotho Millennium Development Agency (LMDA) with effect from 15th January, 2014. LMDA shall continue to exist until work in progress is complete. The Lesotho Compact, implemented by the Government of Lesotho, through the Millennium Challenge Account-Lesotho Authority was financially supported by the Millennium Challenge Corporation (MCC). Project Summary – In February 2013, The Global Fund contracted GFA Consulting Group to provide Fiscal Agent Services supporting the Finance Department of the National Centre for HIV/AIDS, Dermatology and SRD (NCHADS) in Cambodia. NCHADS is the Principal Recipient of the HIV/AIDS grant of 83 million US dollars. Grant activities aim at maintaining comprehensive care and treatment, and reducing financial cost for 48,000 people who receive antiretroviral treatment. NCHADS has been successful in extending the outreach to most-at-risk populations.

Project Summary – The program aims at improving access to clean drinking water and sanitation services for the urban population in Southern Sudan. Consulting services focus on institutional and capacity development. Additionally, pilot activities are being implemented to immediately improve service provision in secondary towns.

Project Summary – The objective of the project is to demonstrate the technical and economical feasibility of pro-poor Reducing Emissions from Deforestation and Degradation (REDD) approaches in the National Protected Areas (NPA) Nam Poui and Nam Et Phoui Loi in Laos. This includes support to reduce emissions from deforestation and forest degradation in and around the selected NPAs through improved NPA Management, forest law enforcement and by improving the socio-economic conditions of the resident rural population. Furthermore, the project will support REDD monitoring and accounting as well as the establishment of REDD financial mechanisms.


GFA B.I.S. Project Summary – The project promotes condom use, improves the accessibility of condoms to the population and raises the awareness regarding the transmission and prevention of AIDS/HIV.


GFA B.I.S. Services – GFA B.I.S. was commissioned by GFA Consulting Group to provide implementation services. During the initial phase, the existing Quickbook-based software system was analyzed and improved. The main problems were the limited analysis categories and the missing logistic-related functions. In 2007, Quickbook was replaced by Infor FMS SunSystems as an enhanced solution for logistic and financial management. The new system contains up to seven analysis dimensions, integrated logistic functions, automated budget management and donor reporting. Due to automatically interrelated budget categories donor reporting according to their multiple requirements is now possible. In 2010 system has been extended in order to cover Global Fund reporting requirements.

The restricted tender process, assisted by an external auditor, started in September 2015. The system covers besides the headquarter 5 regional offices, 10 country offices and 9 field offices. The integration of decentral units will be managed remotely via a CITRIX internet connection.

Key features of the system are multidimensional analysis, real time reporting in Excel, management of different accounting treatments, Multi-Currency and Open Interfaces.

Component 2: National Qualification and Human Resources Development

Project Summary – The objectives of the HRD (Human Resource Development) component are to improve the service delivery of the vocational training system by setting up sustainable and professional systems for in-service training and pre-service training of vocational education and training (VET) teachers and for curriculum development.
Core aspect is to set up and implement a national “in service training scheme" for 10,000 VET teachers. This comprises in detail the development of training material in blended-learning mode. The development of a national roll-out plan based on decentralized implementation at 18 Learning Centers and the Setting-up of an M&E system as management tool for the implementation of the training scheme.

After designing a core system and a standardized roll-out procedure, B.I.S. has conducted the implementation of the software in various construction sites in several countries. The Fund should be aligned with Government systems, while maintaining a parallel funds flow with strong fiduciary controls.

As a grant recipient (from the Swaziland Government, The Global Fund to fight AIDS, Tuberculosis and Malaria, bilateral and multilateral and other funders), NERCHA has the responsibility to ensure that every dollar is used as intended namely: to fight AIDS, Tuberculosis and Malaria. This responsibility comes with the need to provide detailed reports according to different criteria of the government, multi-lateral and bilateral partners.

GFA B.I.S. Services – While the old accounting software at NERCHA could provide financial statements, there were challenges with producing real-time financial reports. Furthermore there were difficulties in adding analytical information to the transactions to enable automated comprehensive and analytical reporting. Over the past years GFA B.I.S has developed a vertical Branch solution for NGO’s and Parastatals based on Infor SunSystems.
GFA B.I.S has been contracted by NERCHA for the implementation of Infor SunSystems covering the accounting, inventory and purchasing processes.

With Infor SunSystems and Infor Query & Analysis NERCHA is now able to record budgets, commitments and forecasts in one software and to add analysis values like programme/ budget code, disease, source of fund, expense category or contract code directly to each transactions. With this additional data entry even complex reporting requirements of all donors can be fulfilled. Existing donor formats in Excel can be filled with data from the database and provide insights into budget execution and forecasting figures. In Niger, GFA set up a social marketing organization, ANIMAS SUTURA, an NGO which runs the successful country-wide distribution of condoms through communication campaigns and media productions. The HIV Peer Review Group evaluated the project a success for its attractive product design, affordable pricing and effective distribution system.

Project Summary – In 2005, Neumann Gruppe GmbH and its shareholders founded the Hanns R. Neumann Stiftung (HRNS) which supports local environmental programs and run grassroots projects with smallholder coffee farmers all over the world. The foundation aims at facilitating fairer market conditions, improving working and living conditions and addressing challenges associated with protecting natural resources, climate change and biodiversity. In 2009, HRNS founded a separate office in Uganda so that the foundation can intensify its work regarding the projects in the region. In 2012, an additional office in Brazil has been established.


GFA B.I.S. Services – In 2010, GFA B.I.S. implemented a branch solution developed for international consulting companies and NGOs at HRNS headquarters in Hamburg. Despite achieving quite a number of appealing results, COMIFAC’s steering and implementation capacity is considered to be still too weak.

Services – GFA B.I.S has been contracted by DSW for the implementation of Infor10 Financials Business (SunSystems) at DSW headquarters in Hanover, Germany and its country offices in Ethiopia, Kenya, Tanzania and Uganda. Project Summary – The objective of the project is to demonstrate the technical and economical feasibility of pro-poor Reducing Emissions from Deforestation and Degradation (REDD) approaches in the National Protected Areas (NPA) Nam Poui and Nam Et Phoui Loi in Laos. This includes support to reduce emissions from deforestation and forest degradation in and around the selected NPAs through improved NPA Management, forest law enforcement and by improving the socio-economic conditions of the resident rural population. Furthermore, the project will support REDD monitoring and accounting as well as the establishment of REDD financial mechanisms.

Project Summary – The objective of the project was to support Tanzania’s multi-sectoral efforts to reduce the spread of HIV by scaling up and accelerating its national response to the HIV/AIDS epidemic. The main tasks are technical support to Local Government Authorities and community groups as well as the financial management of the Community AIDS Response Fund (CARF), worth five million US Dollars. Local NGOs and CBOs can apply for financial means out of this fund making a formal proposal and setting up a budget, which has to be approved by CARF.


GFA B.I.S. Services – GFA B.I.S. was commissioned by GFA Consulting Group to support the RFA in carrying out the financial management of the CARF. Services – By implementing Infor FMS SunSystems, the raw data entered in Excel files abroad is automatically imported, validated and integrated into a financial accounting and controlling system with up to seven different analysis categories. The software delivers an automated billing and financial reporting solution which meets the different requirements of both national and international donor organizations. By means of Infor PM Vision, GFA has been able to conduct ad-hoc analysis and drilldown in detail at individual transaction levels, thus allowing a deeper understanding of operational performance and assisting in the strategic decision-making process. GFA has witnessed the speedup of reporting and invoicing processes to donor organizations, a minimization of redundant administrative work and as a result a significant saving of operational cost. Project Summary – The project promotes condom use, improves the accessibility of condoms to the population and raises the awareness regarding the transmission and prevention of AIDS/HIV.


GFA B.I.S. Services – GFA B.I.S. was commissioned by GFA Consulting Group to provide implementation services. During the initial phase, the existing Quickbook-based software system was analyzed and improved. The main problems were the limited analysis categories and the missing logistic-related functions. In 2007, Quickbook was replaced by Infor FMS SunSystems as an enhanced solution for logistic and financial management. The new system contains up to seven analysis dimensions, integrated logistic functions, automated budget management and donor reporting. Due to automatically interrelated budget categories donor reporting according to their multiple requirements is now possible. In 2010 system has been extended in order to cover Global Fund reporting requirements.

Project Summary – Improving access to affordable condoms is considered one of the most effective HIV prevention measures. In Niger, GFA set up a social marketing organization, ANIMAS SUTURA, an NGO which runs the successful country-wide distribution of condoms through communication campaigns and media productions. The HIV Peer Review Group evaluated the project a success for its attractive product design, affordable pricing and effective distribution system.

Project Summary – The Commission of Central African Forests (COMIFAC) is responsible for coordinating and steering the consultation and implementation processes in relation to the transboundary Convergence Plan (Plan de Convergence) for the conservation of forests and biodiversity in the Congo Basin. Despite achieving quite a number of appealing results, COMIFAC’s steering and implementation capacity is considered to be still too weak.
In line with the Convergence Plan, the project aims at improving the formulation and implementation of national forestry and environmental programs.
