Project Summary – The project provides services of a Fiscal Agent and a Procurement Agent to the Government of Zambia for implementing Millennium Challenge Account Programme funded by the Government of the United States through the Millennium Challenge Corporation (MCC).
The project is responsible for the financial management (fiscal accountability) of all works, goods and services under this program after contract award. The overall scope of funds managed by the GFA Consulting Group and Charles Kendall & Partners consortium is U$ 540 million. The Compact is aimed at reducing poverty and investing in economic growth by unlocking the country’s agricultural productivity, rehabilitating major national roads, and investing in strategic irrigation and water resources management.
GFA B.I.S. Services – GFA B.I.S. was commissioned by GFA/CKP consortium to provide planning, configuration, implementation, training and support of an automated accounting system and a computerized procurement system based on Infor FMS SunSystems Financial Management Software and Infor FMS SunSystems Procurement for the Fiscal Agent and the Procurement Agent. The financial system enables high transparency using multiple analysis dimensions and multi-currency. Special modules for budget, commitment and invoice management have been integrated. Donor-specific reporting requirements will be fulfilled by a pre-defined real-time reporting package in MS Excel®. The web based procurement system tracks all relevant processes concerning the purchase of a wide variety of goods, works and services including an integrated contract administration system and Excel based fully flexible reporting.
