Project Summary  – The NHIF (National Hospital Insurance Fund, Tanzania)/KfW project enables poor pregnant women from rural regions access to quality health care during their last months of pregnancy and includes the whole family in a health insurance scheme for one year after the baby is born. This inclusion supports the strengthening and expansion of social health insurance through NHIF.


GFA B.I.S. Services  – GFA Consulting Group commissioned GFA B.I.S. to design and implement a web platform for member registration, printing insurance cards, and payment management. To date, more than 150,000 members have registered. The data warehouse model merges existing member data with multiple NHIF databases creating one common database. Jaspersoft MIS reports on the data warehouse, helps assess feasibility of the datasets for each member, and analyses the spread of disease. Additionally, exMIS supports fraud control, assesses operational efficiency, and analyses usage of the web-based interface.

Sustainable Land Management

Project Summary – The program „Sustainable Land Management” aimed at enhancing food security and reducing land degradation in the rural highland regions of Tigray, Amhara and Oromia.

The specific objective was that smallholder farmers and user groups apply sustainable land management practices on private and communal land in the high potential areas. The project consisted of three components:

1. Improvement of framework for sustainable land management;
2. Enforcement of the implementations structures for the development of watershed areas;
3. Support to the agricultural extension service in the field of sustainable land management.

GFA B.I.S. Services – In the first phase GFA B.I.S. was commissioned by GFA Consulting Group to implement INFOR SunSystems for the management of the fund. In a second phase GFA B.I.S. consultants analyzed the IT systems at site in order to design and implement a suitable Management Information System for the monitoring of project outcomes.

Both IT-based systems give the chance to document and monitor all relevant processes from planning to evaluation.

The Global Fund  2013 - 2017


Project Summary  – In 2013, The Global Fund contracted GFA Consulting Group to provide fiscal, procurement, and supply chain management agent services supporting the National Centre for HIV/AIDS, Dermatology and SRD (NCHADS) in Cambodia. NCHADS is the principal recipient of the HIV/AIDS grant of 83 million US dollars. Grant activities aim to maintain comprehensive care and treatment while reducing financial costs for 48,000 people receiving antiretroviral treatment. NCHADS has been successful in extending outreach to most-at-risk populations.


GFA B.I.S. Services  – To improve data quality, GFA B.I.S was asked by GFA Consulting Group to carry out a detailed analysis of the different IT systems. Based on this analysis, an Excel® input template for decentralized patient registration and drug-related data with automated transfer to the database was implemented. The data warehouse module is used to integrate the different data sources into one database. A web-based reporting package designed with Jaspersoft® to report on key performance indicators (KPI) completes this system.

Project Summary  – The technical assistance of GFA aims at improving the performance of the social health insurance system in Mongolia. GFA consultants advise the Ministry of Population Development and Social Protection on strengthening the institutional and human resources capacities of the Health Insurance Organization and the Health Insurance Sub-Council. The assistance comprises three elements:
1. Development of financial tools for the social health insurance;
2. Improving internal management of the Health Insurance Organization, incl. contractual tools and monitoring of quality of health services and,
3. Improving the governance structure of the social health insurance system.

  – GFA B.I.S. was commissioned by GFA Consulting Group to develop a web based system for the monitoring of health related indicators. Using the open source standard software DHIS2, GFA B.I.S. consultants set up a database based on the Mongolian meta data and customized the information system.

Project Summary – The project (MNP) aims at fostering the conservation of natural resources and sustainable development in the national parks network in Madagascar. To this effect, management capacities are strengthened and park infrastructure and services are upgraded through private investment and local community participation. One of the key elements of the project is the development and implementation of a comprehensive management information system (MIS) which facilitates the generation of up-to-date financial data. This creates enhanced transparency for project management and stakeholders.
 
GFA B.I.S. Services – GFA B.I.S was commissioned by GFA Consulting Group to provide IT consulting services to the MNP project. This comprises an evaluation of the existing financial software against specified requirements focusing on costing, consolidation and reporting as well as the technical and financial assessment of different options. In addition, a detailed plan for the implementation of the MIS was set up in cooperation with the client, taking into account technical specifications as well as organizational and training needs.

Project Summary  – The Vietnamese Government maintains a very active and dynamic National Malaria Control Programme (NMCP) despite the continuously decreasing incidence of the disease. The commitment results in a high budget per year for drugs, insecticides and training and the availability of hundreds of staff working for malaria control at national, province and district level. Since 2005, NMCP has received support from the Global Fund, allowing NMCP to intensify malaria control efforts, particularly in terms of capacity building and malaria prevention. In this context, NMCP intends to computerize its Malaria Information System (MIS). The web-based MIS will include information on malaria diagnoses and treatments, on geographical risk factors, on vector control activities and on the stock management of common drugs, insecticides and consumables. The system will allow malaria control staff at district and province level to report malaria related information online and to access various information and reports online.


GFA B.I.S. Services  – The consultants support NMCP with the definition of user requirements, software procurement and project management. The implementation support will be provided by a local IT company who will program the system based on the clients’ requirements and provide technical maintenance and user support. NMCP expects that computerization of the MIS will improve the reliability and timeliness of reporting and allow for a more detailed analysis of malaria cases and an improved description of malaria risk factors. In addition, NMCP will be able to improve its management of medicines, insecticides and consumables.

GFA Consulting Group is tasked with advising the client in five working areas. Support to institutional organization and management and the assessment and improvement of management information systems (MIS) are crucial. A public and internal complaints handling system and the analysis and improvement of case management procedures are equally important. Human resources management and capacity building safeguard the program’s sustainability.
 
GFA B.I.S. Services – GFA B.I.S. has been commissioned by GFA Consulting Group to develop terms of reference for GIZ contributions to the MIS including contributions to the inception report meeting and the planning workshop for the overall program implementation. In addition, GFA B.I.S. contributed to refining the MIS master plan and a milestone plan.

GFA B.I.S. Services – Within the context of this project, GFA B.I.S. has been commissioned by GFA Consulting Group with the development of information technology to support a pilot implementation of the so-called SSK health protection scheme and to conduct a needs assessment for future systems of the eventual National Health Insurance Programme. As part of the study, detailed user requirements for a hospital management system were developed. In a second study, GFA B.I.S. has been commissioned to prove the concept of customizing openMRS software for the purpose of SSK in Bangladesh including the development of a pilot system.

Additional project activities include planning and monitoring implementation and finalizing the MIS’ user requirement document (URD) and manual of procedures (MOP). To this effect, GFA experts assist in the procurement of MIS-related hardware, specialized software, training and associated activities. Project Summary – The project increased the number of economically viable small and medium local enterprises through the establishment of a credit fund for the enterprises from various participating financial institutions (PFIs).


GFA B.I.S. Services – GFA B.I.S. was commissioned by GFA Consulting Group to implement a Management Information System (MIS) which connects the Project Coordination Unit (PCU) and the PFIs. The MIS covers credit appraisal, loan ledger accounting, portfolio management and reporting. It allows the PCU to manage the credit fund efficiently and provides higher transparency in the utilization of public funds.  In addition, the MIS introduced strengthens the position of the PCU as the central and common service provider for the PFIs: Using the automated reports generated by Infor FMS SunSystems, the PCU can support the reporting of the PFIs to the Bank of Ghana and the donor organization. With the detailed transaction information documented by the system and the analysis function of the MIS, the PCU is able to analyze its credit appraisals, the portfolio structure and development in detail. The result is an improved portfolio management that reduces risks, saves costs and helps the PCU to understand and support the sector.
