Project Summary – The Association of German Transport Companies contracted KCW, one of the leading sources of strategic- and management advice for public services in Germany, to provide a study concerning the transaction costs of several noise-differentiated track access charges.


GFA B.I.S. Services – GFA B.I.S. was commissioned by KCW to provide IT-related inputs to the study. The tasks included the analysis of the IT-structure and IT-processes of the different market players, and an assessment of IT-related effects of the several bonus models.

The Global Fund to Fight AIDS, Tuberculosis and Malaria  2015 - 2017


Project Summary – The Fiscal Agent (FA) shall provide a broad range of financial management services to the clients in implementing the activities funded by The Global Fund.

The FA shall work with the clients to ensure that all requests to commit funds and/or to make payments as part of the grant implementation are carried out correctly. In this capacity, the FA shall diligently oversee, discharge and perform all services necessary to ensure that all financial management activities are conducted in strict compliance with the principles, rules, and procedures set out by The Global Fund and local Government.

The clients work throughout provinces and Sub-Recipients, which are national and international NGOs.
 
The objectives of the FA assignment are:
a) to mitigate the risk of fraud or misuse of grant funds;
b) to ensure the continuity of program implementation in high risk environments by ensuring that safeguards are in place with respect to Global Fund investments;
c) to ensure effective controls on the use of Global Fund grant funds and that all payments are eligible, justified and adequately supported;
d) to ensure that financial records for all transactions are maintained accurately and on a timely basis; and
e) ensure that the Principal Recipient’s and CCMs reporting to the Global fund is accurate, timely and in accordance with the Grant Agreements and any applicable policies and guidelines of The Global Fund.


GFA B.I.S. Services – GFA B.I.S. was commissioned by GFA Consulting Group to provide IT consulting services. In a first step, GFA B.I.S. consultants analyzed the accounting systems at the two Principal Recipients (SAP and Quickbooks Enterprise). In a second step, a detailed plan for optimizing and re-configuring of the accounting systems was elaborated together with the partner organizations in order to fulfill the The Global Fund requirements concerning transaction coding and automated enhanced financial reporting.

Finally, the consultants monitored the implementation of the re-customization during several missions at site.

Project Summary  – The Training Management project is one of four components of the cooperation program Management of Water Resources of the Government of the Federal Republic of Germany and the Government of the Hashemite Kingdom of Jordan. Its main objective is: “The Jordanian water sector has a demand-oriented supply of training.”


GFA B.I.S. Services  – The availability of an adequate computerised Human Resources Management System (HRMS) as part of a management information system is essential for the improvement of the training management in relevant institutions. GFA BIS was commissioned by GFA Consulting Group to analyze the existing status of the HRMS, and make recommendations regarding the integration of training management into the existing software.

Hai District Water Supply

Project Summary  – The project was to rehabilitate and extend water supply of Lyamungo and Maili Sita within the Hai District via a sustainable community managed, bottom-up water supply scheme.


GFA B.I.S. Services  – GFA B.I.S. was commissioned by GFA Consulting Group to ensure the financial sustainability of the water scheme which is a key factor for the overall long-term project sustainability. Tariff structures to be introduced will take into account the willingness and ability for the users to pay as well as cost recovery. Based on the existing accounting and billing software Grand Programming and the accounting software an internal computerized monitoring system in order to monitor the performance of each utility has been designed. Technical and economic performance indicators allow the evaluation and direction of the water suppliers so as to achieve a reasonable and economical water services with customer satisfactions. A tailor made commercial training program aiming for capacity building to make use of software for of financial management, billing and accounting has been provided to local accountants.

Project Summary  – The project was to rehabilitate the ecological environment, improve living condition and alleviate rural poverty in the selected three counties of Hubei Province.


GFA B.I.S. Services  – GFA BIS was commissioned by GFA Consulting Group to improve administrative and managerial capacity of local project managers to enable a sustainable forest management system. During the first mission, the existing financial management structure, systems and staffs at all levels involved were analysed and assessed. In order to enhance the efficiency of project financial management and to meet the auditing and reporting requirement of KfW, the introduction of an adapted new software was suggested.
