Promoting sanitation and hygiene Water sector reform programme (I&II), Zambia

Project Summary – Improving the legal, organizational and institutional framework of the Zambian water sector is expected to foster sustainable access to safe and reliable water and sanitation services in low income areas in the country.

Within the district councils of the Eastern province, GFA improves the efficiency and transparency of the implementation of the National Rural Water Supply and Sanitation Program (NRWSSP). GFA services concentrate mainly on capacity building, developing institutional structures and strengthening management capacities.

GFA B.I.S. Services – In the first phase GFA B.I.S. was commissioned by GFA Consulting Group to implement INFOR SunSystems for the management of the basket fund. In a second phase GFA B.I.S. consultants implemented a suitable monitoring system concerning the project outcomes, based on Triple I.

Both IT-based systems give the chance to document and monitor all relevant processes from planning to evaluation.

Project Summary – The program helps improve natural resources and PA management on the one hand and the socio-economic situation of adjacent rural communities on the other. GFA provides advisory services in the development planning related to selected PAs and local communities. This involves awareness raising on conservation efforts and investing into the socio-economic development of support zones. GFA experts assist in human-wildlife conflict management and in establishing a co-management system as well as conceptualizing sustainable financing solutions for national PA systems.

GFA B.I.S. Services – In the first phase GFA B.I.S. was commissioned by GFA Consulting Group to implement INFOR SunSystems for the management of the disposition fund. In a second phase GFA B.I.S. consultants developed a web based monitoring system based on Triple I.

Both IT-based systems give the chance to document and monitor all important data of the planned investments and relative technical activities, including financing, procurement, maintenance and public relation. They guarantee for successful project and finance management as well as quality control by the backstopping personnel.

Project Summary – The GIZ GIAE-programme – part of BMZ’s special initiative “One World, no Hunger” – aims to raise income and employment and improve food security by promoting agricultural innovation networks, knowledge building and dissemination for agricultural value chains in 12 countries in Africa and in India. GFA implemented a baseline study in 12 of the countries to set up a standardized cross-country monitoring and evaluation system.

The baseline study entailed secondary data collection, a socio-economic household survey targeting about 500 small-scale farming enterprises per country and supplementary focus group discussions with farmers, women and youth.


GFA B.I.S. Services – GFA B.I.S. was commissioned by GFA Consulting Group to provide IT consulting services. GFA B.I.S. consultants developed and implemented a web-based data analysis tool for GIZ staff in all countries for cross-national statistical data queries.

Project Summary – The program aims at transferring political, administrative fiscal competences from the national level to decentralized and local authorities. The latter will be enabled to deliver better and demand-oriented services. GFA advises municipalities on development and investment plans, budget planning, tendering procedures, and the management of communal property. The project is part of the overall support to the promotion of economic development.


GFA B.I.S. Services – GFA B.I.S. was commissioned by GFA Consulting Group to provide a web-based infrastructure monitoring tool (Triple I) to support municipalities in governing public procurement and managing municipal assets. Given the tool’s embedded GIS/mapping feature, the system assists the client in visualising investment plans and infrastructure construction at the district and local level.

Project Summary – The project provided infrastructure investments in municipalities in the following sectors: water and sewerage, waste water, solid waste, energy supply and energy efficiency, transport infrastructure, public transport systems and communication, economic and social infrastructure. The credit line was disbursed to eligible municipalities and public sector utility companies via Serbian on-lending banks, following the standard procedures for municipal borrowing.


GFA B.I.S. Services – GFA B.I.S. was commissioned by GFA Consulting Group to implement a web-based data management system (Triple I) to support the loan administration and to archive and monitor the distribution and repayment of loans as well as the infrastructure investments financed.

Project Summary – The objective of the project is to improve the technical and financial performance of the Damascus Water Supply and Sewerage Authority’s water and sanitation services in the area of Rural Damascus. The project has developed operation and maintenance procedures that serve as best practice experiences in Syria. GFA experts provide inputs in business planning and benchmarking, technical work planning, water loss reduction, customer information, billing and accounting as well as human resources development.


GFA B.I.S. Services – GFA BIS was commissioned by GFA Consulting Group to provide a Customer Service Software to four units of the service area. The GFA Utility tool “Water Billing” is a software package that can handle customers, connections, meters, invoices and outstanding debts and an Arabic interface (including left to right). With this software package the units become on the one hand more independent from the headquarters (calculating and printing of invoices is decentralized) and on the other hand they receive a full picture of all customer related activities using customized reports.

Programming and support has been realized by a local software company. The software supports the whole logistics chain and helps all levels to improve their efficiencies which are measured by performance indicators tracked by the software automatically.
