Zambia MCC Fiscal Agent

The project provides services of a Fiscal Agent to the Government of Zambia for implementing Millennium Challenge Account funds provided by the Government of the United States through the Millennium Challenge Corporation (MCC). The project is responsible for the financial management (fiscal accountability) of all works, goods and services under this program after contract award. The overall scope of funds managed by the partners is U$ 354,8 million.

The MCA aims at reducing poverty and investing in economic growth. The Compact is designed to increase Lusaka's overall water supply; extend and improve select water supply, sanitation and drainage infrastructure services. The Compact also support the Government of Zambia's ongoing water sector reform efforts by strengthening partern institutions. More than 1 million Zambians are expected to benefit from the compact.

The Fiscal Agent acts on behalf of Millennium Challenge Account (MCA) to provide financial management services that are requested by MCA to implement the projects funded with MCC Funding. In this role, the FA oversees, discharges and performs all services necessary to achieve the optimum value for the moneys expended by MCA, while ensuring that all financial transactions be conducted in compliance with the principles, rules and procedures set out in the respective Compact Agreements.

GFA B.I.S. Services

GFA B.I.S. was commissioned by GFA/CKP consortium to provide planning, configuration, implementation, training and support of an automated accounting system and a computerized procurement system based on Infor FMS SunSystems. The financial system enables high transparency using multiple analysis dimensions and multi-currency. Special modules for budget, commitment and invoice management have been integrated. Donor-specific reporting requirements will be fulfilled by a pre-defined real-time reporting package in MS Excel®.

In a second phase, GFA B.I.S. was commissioned to assist the implementation of a standardized MCC-based Management Information System based on SAP ECC 4.0. As reporting with SAP may often be a challenge, especially when it comes to design new reporting templates, GFA B.I.S. developed a flexible reporting solution based on Infor Q&A Datalink that connects to SAP database and facilitates real-time reporting in MS Excel.
